Quebec Immigrant Investor Program (QIIP)

Quebec Immigrant Investor Program (QIIP) is a Canadian provincial immigration program administered by Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) in Quebec. Applicants with a Certificat de sélection du Québec (CSQ) can apply for Permanent Resident (PR) status accordingly.

The Canadian federal Immigrant Investor Program was closed in June 2014. Since then, the Quebec Immigrant Investor Program (QIIP) has been the only passive investment immigration program in Canada.

According to the Admissions of Permanent Residents by Immigration Category between January 2015 and December 2020 released by Immigration, Refugees and Citizenship Canada (IRCC) on December 31, 2020, the number of permanent residents admitted to Canada through the QIIP program decreased from about 5,460 in 2015 to about 3,215 in 2019. The number further decreased in 2020 due to COVID-19 and application processing backlog.

According to the Québec Immigration Plan for 2021 released by Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) on October 29, 2020, Quebec targets at admitting 1,000 – 1,600 permanent residents through QIIP, Entrepreneur Program, and Self-employed Worker Program in 2021.

Quebec Immigrant Investor Program (QIIP) is currently not accepting applications. Its application intake is suspended until April 1, 2023.

The current processing time for Permanent Residence (PR) application through the Quebec Business Class including QIIP is 65 months.

Eligibility

Quebec Immigrant Investor Program (QIIP) has high requirements in net worth and investment. On the other hand, there is no language or business requirement. Applicants do not need to purchase or start a business.

Language

There is no language requirement.
Since French is the official language of the province of Quebec, applicants with French skills are usually preferred by the financial intermediary (broker or trust company).

Education

There is no minimum education level. Applicants with secondary education completion are usually preferred by the financial intermediary (broker or trust company).

Experience

Within the last 5 years:
At least two years of management experience including duties related to the planning, management and control of financial, human or material resources under the applicant’s authority 
before the application for selection.
This does not include experience acquired in an apprenticeship, training or specialization leading to a diploma.

Certificat de sélection du Québec

Applicants must obtain a Certificat de sélection du Québec (CSQ) from the government of Quebec to apply for permanent residence.

Net Worth

At least $2,000,000
Gifts received more than 6 months before application submission is acceptable

Investment

$1,200,000 Five-Year Term Investment with Investissement Québec – Immigrants Investisseurs Inc.

Attestation

Obtain, by the prescribed deadline, an attestation of learning about democratic values and the Québec values. Accompanying family members (your spouse of 16 years of age or older and your dependent children of 18 years of age or older) must also obtain the attestation.

Job Creation

There is no business or job creation requirement.

Location and Residence

Applicants must show intention to settle in Quebec.

Regarding the Quebec Immigrant Investor Program (QIIP)

There are various fees to the service providers such as a retainer fee to a Regulated Canadian Immigration Consultant (RCIC) for the legal representation, fees to a financial intermediary for the five-year term investment, application fees to the federal and provincial governments for application processing, etc. A complete list of fees will be provided in the Retainer Agreement between the RCIC and the applicant.

Your spouse, common-law partner, dependent child or dependent child of a dependent child can be accompanying family members of your application and come to Canada to work or study with you.

Please note that your parents, grandparents and siblings cannot be your accompanying family members.

You can apply to sponsor your parents and/or grandparents in the future after becoming a permanent resident or Canadian citizen.
