Provincial Nominee Program (PEI PNP)

Prince Edward Island Provincial Nominee Program (PEI PNP) is a Canadian provincial immigration program administered by the PEI Office of Immigration, also known as Island Investment Development Inc. (IIDI), a crown corporation reporting to the Minister of Economic Growth, Tourism and Culture in the Government of Prince Edward Island in partnership with Immigration, Refugees and Citizenship Canada (IRCC) in the Government of Canada. IIDI is also known as the PEI Office of Immigration. Applicants can retain one of the PEI PNP Island Agents as the authorized paid representative for the Business Impact Category application through Zebra Immigration .

Except Nunavut, there is a provincial nominee program in each of the Canadian provinces and territories. In the province of Prince Edward Island, the provincial nominee program has a Business Impact Category for business owners and senior managers to apply.

Prince Edward Island is the smallest province in Canada by land size. Most population can be found in the capital city Charlottetown and the second largest city Summerside. Applicants can seek community endorsement for extra points from a selected city or town on the island to increase the chance to obtain an Invitation to Apply (ITA).

The current processing time for work permit application from inside Canada is about 133 days. That for a work permit application from outside Canada varies among countries and regions, such as 6 weeks in Taiwan, 12 weeks in Hong Kong, and 15 weeks in China.

The current processing time for Permanent Residence (PR) application through the Provincial Nominee Class is 15 – 19 months.

Eligibility

Prince Edward Island Provincial Nominee Program (PEI PNP) has low requirement on many criteria and low score to for an Invitation to Apply (ITA) issued by the PEI Office of Immigration every month. Applicants must be between 21 and 59 years old to apply for PEI PNP Business Impact Category.

Language

An English or French test result is required. For English, the requirement of minimum Canadian Language Benchmarks (CLB) 4 is equivalent to Reading 3.5, Writing 4.0, Listening 4.5, and Speaking 4.0 in International English Language Testing System (IELTS) General Training. The test result must be submitted at registration.

Post-secondary education completed in English or French

Minimum completion of secondary education

Experience

Within the last 5 years:
At least 3 years of senior manager experience

Exploratory Visit and Interview

Exploratory visit is not required but an endorsement from one of the enrolled communities before registration adds extra points to the profile.
Applicants must attend an interview in person in PEI upon invitation after the PEI PNP application submission.

Net Worth

At least $600,000

Investment

Minimum $150,000 investment.
Minimum $75,000 annual business expense.

Business Ownership

At least one-third (33.33%)
OR
At least $1,000,000 in equity investment

Job Creation

There is no job creation requirement. We recommend applicants to consider creating at least one full-time equivalent job (at least 30 hours per week) to a permanent resident or Canadian citizen to as an economic benefit.

Business Location and Residence

Business can be located anywhere in PEI.
Applicants must reside in PEI for at least 274 days in one year.
Applicants must operate the business for at least 12 months on work permit before applying for permanent residence.

Regarding the Prince Edward Island Provincial Nominee Program (PEI PNP)

There are various fees to the service providers such as a retainer fee to a Regulated Canadian Immigration Consultant (RCIC) for the documentation, fees to a PEI PNP Island Agent for the legal representation, application fees to the provincial and federal governments for application processing, etc. A complete list of fees will be provided in the Retainer Agreement between the RCIC and the applicant.

Your spouse, common-law partner, dependent child or dependent child of a dependent child can be accompanying family members of your application and come to Canada to work or study with you.

Please note that your parents, grandparents and siblings cannot be your accompanying family members.

You can apply to sponsor your parents and/or grandparents in the future after becoming a permanent resident or Canadian citizen.

International English Language Testing System (IELTS) General Training and Canadian English Language Proficiency Index Program (CELPIP) General are the only two acceptable English tests for the Prince Edward Island Provincial Nominee Program (PEI PNP).

If you want to satisfy the language requirement with a French test result instead of an English one, the test result needs to be from either Test d’évaluation de français pour le Canada (TEF Canada) or Test de connaissance du français pour le Canada (TCF Canada).
